to replace secretary of defense leon panetta. joining me now to look at all this: james mann, long-time journalist and author of "the obamians: the struggle inside the white house to redefine american power"; and david ignatius, foreign affairs columnist for the "washington post." david, as we heard the president say, a well-known man around washington and foreign policy circles. what strengths does john kerry bring? >> well, the first is the one the president mentioned. he has stature, he's well-known. he's being doing foreign policy from the senate for almost three decades. he's a person well-known to leaders around the world. the second thing that people don't know as much about is that he served as an emissary for president obama in some very delicate situations. the president sent him to afghanistan to try to make a better relationship with president karzai there. kerry is widely believed to have been a success in that. he was sent to pakistan for similar mission to deal with president zardari. it's less well-known that he conveyed a message, written message to hamas to try to

cuts and defense. and he didn't talk about the physician payment issue. physician under medicare are expected to get a 30% cut at the beginning of year. we don't know how that will work out. >> and he didn't say anything about the debt limit and this is one of the things he wanted in this fiscal cliff deal. by leaving that out, are we in for another big fight next year? >> it certainly looks like it. it seems to be-- and i've heard this from many people-- that republicans think that the debt limit is their best leverage to get deep spending cuts. they didn't want to give it up in these negotiations. it certainly-- it looks like it's too radioactive to deal with in the next 10 days. so beginning in january and february, we're going to have a fight over the debt limit. and we're going to have a fight over spending, and it looks like we're going to have fight over the debt limit for the next couple years. >> one of the things the president said is there are real-world consequences-- his words-- in the whole debate. from the people you talk, to average americans, it seems like they g

face job loss and in some situations-- certainly in the department of defense-- but throughout the federal government people will be furloughed, forced to take unpaid days off, anywhere from 20 to 50 days. we really don't know. it depends in part on the agency and it depends in part on how much of the remainder of the fiscal year these cuts are squished into. so it's -- that's one bad situation. and then the so-called grand bargains and deals, many of those include provisions that would cut federal retirement benefits and extend the current pay freeze for an additional three years so that federal employees would go five full years without any paid a justments. >> ifill: hugh johnson, if you were an investor or a business owner and you're watching wall street watch the fiscal cliff debate what are you telling them? are people nervous? >> well, even though i think there's been some positive things unfolding-- and i think the most positive thing that's been unfolding is the fact that the markets have not collapsed desite this very significant risk that we could go off the cliff, w

had, all of this had to be moved first to saudi arabia not region first from the defensive operation and then in an offensive operation. so just months and months for this to even, just to prepare for this. >> and he was in charge of that. but now he was as we lewded to in the piece also criticized for making some strategic mistakes. what were those? >> well, there were well two goals primary goal its one was to evict the iraqi forces from kuwait which was done in the 100 hour ground war after six weeks of bombing, remember that. but the other one was to destroy saddam hussein's offensive powers, primarily his republican guard force. because the thinking was if you didn't destroy them, they could always come back to invade kuwait again plus there was a subtext, they were hoping to weaken saddam's hold on power by getting at the most capable and loyal forces on his command. we did the first, we didn't fully dot second. at the end of the day a significant number of the republican guard forces managed to escape. and this became, they were unenvironment-- instrumental in putting down the
